Backflow testing notice July 1, 2024

 

On June 3, 2023, the Governor approved recommendations by the Department Of Regulatory Agencies (DORA) and other stakeholders to the state plumbing board. One of the changes impacts backflow testing which went into effect, July 1, 2024. It now ‘Requires persons who are engaged in the business of installing, removing, inspecting, testing, and repairing backflow prevention devices to be licensed, except when installing or testing a stand-alone fire suppression sprinkler system’. Previously persons who are engaged in the business of inspecting, testing, and repairing backflow prevention devices were exempt from having a plumber license.

 

On July 1, 2024, DORA emailed various parties the following, ‘Backflow preventer companies may continue business as usual after July 1 without being fined. The State Plumbing Board (Board) is working to clarify the intent of the changes made to sec 12-155-118(4), C.R.S. in order to determine the required changes and impacts. We will contact you when there is more information to share in the coming days. At this time, we would not suggest making changes to your current business practices until the Board can determine the requirements of this change.

Notice to Multi-Family and Commercial Water Customers (see notice). 

The City of Louisville and State of Colorado require backflow prevention assemblies be installed on all hazardous cross-connections to help keep our water supply safe. Backflow prevention assemblies are required on all commercial, non-single family residential, industrial, institutional, and irrigation connections. Once installed, these assemblies must be tested and certified every year to ensure that they are working properly. Assembly(s) are due to be tested by September 30th annually.

ANNUAL TESTING AND CERTIFICATION

The City of Louisville has contracted with Backflow Solutions, Inc. (BSI Online) to assist the City with cross-connection/backflow tracking. BSI Online is North America’s leading cross-connection control/backflow data management and program administration firm. BSI Online has partnered with over 550 water purveyors to develop and manage effective cross-connection control programs to help protect all our water resources. On behalf of the City of Louisville BSI sends notifications, assists with customer service inquiries, and manages required data. Starting June 15, 2023, submit all backflow test reports through https://bsionline.com.
