Revitalization Commission

The Revitalization Commission is responsible for conducting urban revitalization activities throughout the City. Under state law, the Revitalization Commission is charged with assisting the city in eliminating and preventing slums and blighted areas through urban renewal.

The Revitalization Commission meets on the third Wednesday of each month in the Council Chambers, 2nd Floor of City Hall (749 Main Street, Louisville, CO 80027).

Members of the public are welcome to attend meetings and give comments remotely using the links below; however, the in-person meeting may continue even if technology issues prevent remote participation.

Urban Renewal Documents and Information

Conditions Survey and Urban Renewal Plan were adopted by the City Council at their December 5, 2006 meeting. In addition, the Revitalization Commission has signed a Cooperation Agreement with the City Council outlining each entity's role and authority and has entered into an intergovernmental agreement with Boulder County.

In addition, in 2008 the City had a Market, Feasibility, and Financing Study completed for the area.

There are three critical components of urban renewal:

  • Initially, the City Council must make a determination that the proposed project area is blighted;
  • An urban renewal plan must be prepared and approved; and
  • Financing options for the proposed projects need to be carefully evaluated within the context of the proposed area's revenue projections.

The Louisville Revitalization Commission is largely in response to the Highway 42 Revitalization Project that anticipates potential financing options for proposed public improvements within the project area, specifically Tax Increment Financing. Frequently Asked Questions About Urban Renewal.

550 S. McCaslin Blvd. Urban Renewal

On September 1, 2015, the Louisville City Council approved an Urban Renewal Plan for 550 S. McCaslin Blvd. formerly the Louisville Sam's Club location.  The Sam's Club closed in January 2010 and has not been used as a retail property since.  The 13 acre parcel and 127,000 square foot building is a critical retail property for the McCaslin / Centennial Valley area.  The Urban Renewal Plan was approved to make tools available to address challenges found that impair the full utilization of the property.

Board Information
The board consists of seven members appointed by the Mayor and City Council. Six are members of the public and one is a member of the City Council. Each serves a 5-year term. Meetings are held at 8:00 AM the second Wednesday of each month in the Library Meeting Room. Meeting agendas are for each meeting are posted in the foyer of City Hall, at the Library, at the Police Department/Municipal Court Building, at the Recreation Center, and on this site prior to each meeting.

Commission members also receive mail at City Hall, 749 Main Street. Please be sure to include Revitalization Commission on the envelope. The staff liaison will include any questions or comments in the public meeting packet. Please note that any information submitted to the Commission is available for public review under the Colorado Open Records Act.
