Steps for Reconstruction
- Designing Your New Home: Working with a design professional, you'll create or update a set of plans for your new home. A design professional can be a Colorado licensed architect, engineer, or a draftsperson/residential designer or a Custom Home Builder who can offer these services. You may also choose to work with a Production Home Builder who offers a limited number of homes for construction on certain lots.
The affected neighborhoods do not have architectural design regulations regulated by the City, and you are free to select any professional you choose. HOAs may have additional requirements; you should confirm any requirements, if applicable. The City recommends understanding your surrounding neighbors' plans and whether or not you choose to partner with them on certain costs, such as surveys, geotechnical soil studies or selecting the same contractor or homebuilder to achieve greater efficiency and potential cost savings.

A Recovery Variance is available for a 10% variance for applicable zoning standards.
- Preparing Your Building Permit: A major milestone in the process is applying for your building permit. One way to save time and money is to work with your builder to ensure your application is 100% complete. Building permits for homeowners rebuilding following Marshall Fire will be prioritized. Once the complete permit application is submitted, the city will review the application for compliance with all applicable codes and requirements. This may result in review comments requiring changes to the application materials. It is the responsibility of the design team to respond to these quickly in order to keep a shorter review timeline. When all comments and requirements are met, the City will issue the Building Permit authorizing work to begin on the reconstruction of your home. The pages below provide more information on the permit requirements and process:
- Construction and Inspections: Your contractor will help guide your building process and schedule. The process of construction requires inspections by City Building Inspectors, and include things like foundation, framing, plumbing and electrical inspections. These are scheduled through our online portal and typically are conducted the following day. As your contractor nears completion, they will coordinate with City staff to ensure timely activation of your water and sewer utilities, as well as your final inspection and issuance of your Certificate of Occupancy.
