Vacant Lot Staging Requirements
As the Marshall Fire rebuild areas transition from primarily construction zones to occupied neighborhoods, the City is implementing new standards to ensure the neighborhoods are reasonably safe and comfortable. This transition will include a new permitting requirement and minimum standards for staging construction on vacant lots.
This new requirement applies to both lots that are currently being used for staging and new lots to be used for staging.
Application Requirements
- Property Owner Authorization Form
- Staging Site Plan With Following Minimum Details:
- Property Boundaries
- Vehicular Access Location with Vehicle Tracking Detail
- Perimeter Fencing Type and Location
- Erosion Control Type and Location
- Designation of General Areas for Material Stage and Dirt Storage
Permitting Requirements
Application on the CSS Portal (Application is titled "Vacant Lot Staging (Marshall Fire)")
Permit Conditions:
- Posting of Address and Permit
- Minimum Setbacks – 5’ Minimum or Height of Material + 3’
- Storage Material Height Limit of 8’ (Dirt Piles and Materials)
- Substantial Perimeter Fencing 4-6’ tall (plastic mesh fence not allowed)
- Erosion and Vehicle Tracking Measures
- Remediation of Staging Lot Prior to Issuance of CO on Rebuild Lot
- If Property Owner Rescinds Permission, Remediate Lot within 30 Days
Preliminary Inspection – Schedule After:
- Address and Permit Posted
- Fencing, Vehicle Tracking, and Erosion Control Installed
Final Inspection – Schedule Minimum of Two Weeks Prior to Final Building Inspection on Rebuild Lot
Remediation Requirements
- Remove all Materials, Structures, and Debris
- Regrade to Natural Grade per Master Drainage Plan for Neighborhood
- Hydroseed Lot (City May Grant Timing Waiver)
- Remove Temporary Fencing
- Repair Any Damage to City Rights of Way
Ongoing Commitment After CO
- Maintain Erosion Control Until Minimum 80% Vegetative Coverage Established
