Electrical and Telecommunications Utilities

Marshall Fire damaged utility infrastructure includes providers like Xcel, Comcast and CenturyLink. These entities have conducted their own damage assessments and will undertake their own repairs. The City continues to meet with utility providers regularly to ensure that all parties are up-to-date on the progress of Private Property Debris Removal and when they can be begin scheduling utility repairs in affected neighborhoods. Once these repairs start, additional details on timing for completion and restoration and electric service should be available. In the meantime, it is likely that contractors rebuilding homes will need generators until these repairs are substantially underway. The City encourages all contractors to work through Xcel’s builder line to begin notifying them of anticipated reconnection timelines.

Water and Sewer Utilities

As part of the building permit submittal, the department evaluates anticipated water usage for compliance with city requirements for water and sewer tap expansion fees.  Tap fees will not be assessed for rebuilding homes affected by Marshall Fire, provided that the water fixtures within the new home do not exceed a certain threshold.  If a homeowner elects to include fire sprinklers, there is no charge for the increase from a 3/4" water tap to at 1" water tap if the fixture count is less than 30.  A home with more than 4.5 bedrooms will likely exceed 30 fixtures, please see the fixture count form for more detail or contact Public Works.  The fixture count form is required with the building permit submittal.

If your fixture count form is 30 or greater, the expansion fee form is required and payment in the difference between water tap sizes ($41,800) will be due when your building permit is issued.

Grading and Drainage

The neighborhoods affected by Marshall Fire have grading and drainage plans that were approved prior to original development.  As part of the building permit submittal, you will be required to reestablish grading in a manner consistent with the original approval in order to minimize the impact of drainage onto surrounding properties and to ensure water flows to the intended regional detention facilities.  It is understood that minor changes to grading may occur due to the debris removal and rebuilding processes.
